In the United Nations system, the term Staff Counselor is used interchangeably with Social Worker and Social Welfare Officer. The UN staff counseling function was defined at the fourth meeting of Staff Counsellors and endorsed by CCAQ (ACC/1993/PER/R.8) in New York.
"The Staff Counselor’s function is a service designed to assist in the prevention, identification and resolution of problems associated with staff members impaired by personal concerns including, but not limited to: health, marital, family, financial, alcohol, drug, legal, emotional, stress or other personal concerns which may adversely affect their job performance."
By definition, the Staff Counselor carries out what is generally accepted as an Employee Assistance Program (EAP).
